Study On Local Governmental Early-warning Management Capacity Construction Of Infectious Disease

Infectious disease outbreaks occur frequently in China in the last decade, such asSARS, H1N1and H7N9. Infectious disease is not only a threat to public health safety,but also hampers the normal development of the economy, political steady andlong-term progress of the society. The early-warning management has become apriority of the government’s response to infectious disease outbreak. With localgovernmental early-warning management capacity of infectious disease as theresearch object in this paper, there are four parts as follows: analytical framework oflocal governmental early-warning management capacity, cases of local governmentalearly-warning management capacity construction, key elements and its evaluationindexes of local governmental early-warning management capacity, promotionstrategy of local governmental early-warning management capacity.1.Study on analytical framework of local governmental early-warningmanagement capacityThis paper builds analytical framework of local governmental early-warningmanagement capacity based on the theory of issue management. The theory of issuemanagement contributes to revealing the essence of early-warning managementactivities, so the procedure of issue management can be applied to the process of localgovernmental early-warning management. Using scientific method and appropriatetheory to achieve early-warning management elements and selecting theory whichcan reflect the nature of early-warning management effectively reduce thesubjectivity and improve the guiding significance of practice.2. Case Study on local governmental early-warning management capacityconstructionWith the guide of analytical framework based on the theory of issuemanagement, this paper analyses the local governmental early-warning managementbehaviors in H1N1and H7N9from crisis identification, event analysis, strategicmanagement, execution management and early-warning evaluation. Then use methodof comparative analysis to combine common elements of local governmentalearly-warning management capacity in H1N1and H7N9. Based on the practice ofearly-warning management in China and on the outlook for the future developmenttrend, the characteristic elements in cases are eliminated or increased. The keyelements of local governmental early-warning management capacity are initially concluded as information monitoring ability, organize scientific research ability,resources disposition ability, social mobilization ability and summary evaluationability.3.Study on key elements and its evaluation indexes of local governmentalearly-warning management capacityThis paper makes use of questionnaire to conduct empirical analysis on localgovernmental early-warning management capacity, including preliminary research(valid samples are90), formal investigation (valid samples are431), structuralequation model validation and multiple-group analysis. This paper finally achievesfour key elements as follows: information monitoring ability, organize scientificresearch ability, social mobilization ability and summary evaluation ability and nineevaluation indexes of key elements as follows: Epidemic information management,warning source information forecast and international technology cooperation and soon.4.Study on promotion strategy of local governmental early-warning managementcapacity.On one hand, the different promotion strategies are as follows: the eastern regionlocal governments need to focus on strengthening the transformation of the socialmobilization ability to summarize evaluation ability, the central region localgovernments need to focus on improving contingency drills in the role of socialmobilization ability, strengthen the transformation of information monitoringcapability to the organization scientific research ability and organize scientificresearch ability to social mobilization ability, and the western region localgovernments need to focus on enhancing forecast awareness training in the role ofsocial mobilization ability. On the other hand, the common promotion strategy is thatlocal governments need to pay attention to disease information management,international technology cooperation, timely quarantine and rewards and punishmentsmeasures formulation four aspects to strengthen the construction of early-warningmanagement ability.
