From 1980s, NGOs have generated and have grown worldwide. They brought profound influence to the whole international community. Now NGOs yield unusually brilliant results in the world, they cover many areas, as politics, economy, culture, environment and safety, NGOs could be seen in all place. They extensive participate in the international affairs, provide many services, reflect people’s minds, and propose Measures and suggestions. NGOs make a great contribution to the development and progress of human society.Nonetheless, NGOs do not get the recognition of international law. So far, they do not be the subject of international law. Whether they can get the qualification in the international law, there are still a lot of controversies. Historically NGOs’subject status of international law has not been established in the world, and the mainstream view is that sovereign states are the basic subject of international law, But in the era of globalization, the international relations are changing, too. Every sovereign state participates in the international activities. It is means that in addition to the sovereign state, there is also needs the participation and assistance of other social forces. Therefore, NGOs were born at the right moment, and showed the important values. Meanwhile, they got the various attentions from the international community, and to their own advantages, they play the unique roles which other actors can not. So the international community needs to absorb such roles to assist to carry out the activities and solve the problems. And also considers whether NGOs should get the qualification of international law.Nowadays, there are a growing number of sovereign states and international organizations began to acknowledge the status of non-governmental organizations gradually. NGOs, in some ways, are gaining more and more recognition from international community. This article will expound from the historical development of NGOs, analysis whether they should become the subject of international law. Put forward suggestions to the current problems, and look towards the future.
