Research On Reform Program And Implementation Strategies Of Administrative Authorities

In order to face the growing demand and the increasing lack of resources, thegovernment has to make changes more frequently. With the advent of globalization,electronic informatization, and knowledge-driven economy, the exchange haschanged the limitations of a single system. The revolutionary theories and practices ofEastern and Western public departments provide critical message of finding thesolution of "government dilemma". The reform program and implementationstrategies being as a starting point, this paper will try to deliver the answer of how tomake the reform of Chinese administrative authorities more accurate and deeper enterthe pre-design good reform path with a certain threshold limit under the actualpractice.First of all, the ideas and framework of this paper are based on the contrastiveresearch of the revolution process between domestic and foreign administrativedepartments. The paper explains the important concepts of the research and showsthe logic of this study by the definition of the concepts. In this framework, thecharacteristics of the reform of Chinese administrative authorities are presented,which is an important section of the implementation and the revolution plan of thereform of Chinese administrative authorities. A typical case is selected, which is alarge-scale reform that almost totally changed factors in CIQ bureau of Tianjin. Weuse and study this case as a research objective; the purpose is to find out the importantfactors of process of the program and implementation strategies. Above all, mainfactors and features of the process are put forward and the principle and method theprogram and implementation strategies are further proposed. Finally, the emphasis onthe cost of reform, this paper points out that quality control is one of the usefulperformance tools.. It tries to establish the concept of quality control in the reformand to use new concepts and methods of management in possibility.
