The Problems Faced And Coping Strategies Taken By Chaoyang Municipal Public Security Bureau

Along with China’s entry into the period of transformation, its inherent interest pattern changes. Increasing mass incidents have become the focus of society. The common forms of mass incidents involve strikes, petitions, demonstrations, appealing to higher authorities for help, besieging government offices and threatening officials, etc. Once dealt with improperly, such mass incidents may cause unimaginable consequences.The thesis mainly studies the problems faced by Chaoyang Municipal Public Security Bureau, and the strategies it takes. In the Chapter of introduction, the thesis goes through research background, research significance, and current studies about the topic both in and abroad. Chapter2proposes the concept, nature, features and possible damages of mass incidents based on the summarization on mass incidents. Chapter3focuses on the current situations and problems that Chaoyang public security bureaus may face in coping with mass incidents. In the first part of this chapter, current situations, causes and typical cases of such incidents are clarified. Then, the experience and shortages faced by Chaoyang public security bureau in coping with mass incidents are studied. In the last chapter, a further proposal is given on how to improve the measures taken in coping with mass incidents. The fundamental principle in dealing with such incidents is to establish precautious system, including the support from multiple parties in emergent incidents, complete and detailed disposals in different incidents, and overall medium guidance in the whole process.
