For a long time, Tianjin Maritime Bureau law enforcement officers assessment are to carry out separately by the organization department, personnel department and so false. Each department use different evaluation method, which may cause lack of consistency and relevance and credibility.Through literature analysis, combined with the national civil service competence standards and Tianjin Maritime Bureau law enforcement personnel performance evaluation content, using behavioral event interviews and questionnaires, we can obtain professional competence evaluation model based on three dimensions. Three dimensions are the knowledge skills, competencies and personal qualities. Knowledge skills are the basic competencies of law enforcement officers, which can be quantified by the relevant professional skills assessment test, including 4 features as marine-related expertise, foreign language ability, legal knowledge, and computer knowledge. Competencies and personal qualities are potential capacity, which is the key ability for routine work and can be mainly assessed through daily performance. Competency is a manifestation of the operational capacity, including 8 features as analytical skills, communication skills, ability to execute maritime, self-management skills, the ability to respond to emergencies, problem-solving ability, mental capacity, and planned capacity. Personal qualities are reflected in professional ethics, including 7 features as responsibility, learning capability, innovation, service awareness, organizational identity, integrity and self-discipline, and dedication. Based on the survey results, knowledge, skills, competencies and personal qualities in the evaluation of the proportion is 21%,37%and 42%, with competencies and personal qualities occupy nearly 80%,. This indicate that with the development of maritime career and staff evaluation means, potentially critical capability acquire more attention.Constructing law enforcement officers competence evaluation model provides an effective tool for evaluate law enforcement officers evaluate professional competence, and then enhance the ability and level of administration according to law enforcement officers, in order to achieve Tianjin Maritime strategic goal of laying the foundation of human resources.
