Housing is a basic means of subsistence for human survival, the demand forhousing isthe equality of basic rights. Public rental construction is an importantmeasure to solve the housing problems for low-income people in China, Publicrental has its own special place,compared with more traditional urban community.Residents do not have ownership of public rental, they only have the right touse.and the residents have a greater mobility. They have different backgrounds,occupations and income composition. Through the assessment of foreign publicrental system, summing up the success of its advanced experience and practicefailures at the same time, of change and evolution of the public rental system,This paper analyzes the changes of the public rental housing system on thetheoretical and practical significance of the Chinese system of public rentalhousing, public rental system problems and analysis of public rental system andthe revelation of some countries and regions, on this basis, the innovativeproposals of the public rental system.There are two aspects of the problem of the new public rental community inthe governance process. So,the governance process needs government, otherorganizations and residents. Government guidance governance of public rentalcommunity; Support the introduction and cultivation of specialized organizationsto provide community services; at the same time,we need encourage communityparticipation in governance community.
