Optimization Research On Cadre Team Of HQ Area

China’s Economic reform of China has entered into a crucial and bottleneck period, politicalreform is urgent needed. Cadre team, as an important part of China’s political reform, is aprofound change that is carried out by Communist Party of China. Cadre optimization has abasic position in the economic social development. It will analysis on the influential factors ofthe cadre optimization. And it will actively explore and improve the approaches and methods ofthe cadre optimization. For the establishment of selecting and employing people scientifically byleading cadres with Chinese characteristics, it has a great significance of promoting theexploration and research on cadre optimization of China and the economic social development.This paper analysis the outstanding problems of cadre on seven aspects including overallsituation, sex structure, age structure, knowledge structure, political parties and ethnic structure,staff mobility and cadre training in HQ area, and form a understanding on the defective causes ofcadre team. Thereafter, the author analyzes the needs of the quantity, structure, quality of cadreteam. After the research by the author, he found the cadre is imbalanced, aging, lack of liquidity,the neglect of the development of cadre team in HQ area. The author analysis the cause of thecadre selection mechanism defects, imperfect of cadre training mechanism, weak attraction ofregional talent, imperfection of cadre supervision mechanism from Historical reasons. Accordingto the status and existing problems in HQ area, and combined with the demands of cadre, theauthor raised five measures on cadre appointment system, optimize the development of cadre,optimization of cadre flow, optimization cadres talent introduction, optimization cadres oversightmechanisms.
