Abstract/Summary:
Is that primary productive force of human being,and the waste of talents is the great waste of resources.It is the future of the youth country and nation.The new era not only gives every youth opportunities but also places high hopes on them.If the party and government organs want to shoulder the heavy burden of enriching China effectively,they should strengthen the construction of cadres and optimize the combination of cadres.More importantly,they should strengthen the construction of young cadres,give full play to the energy of young cadres,guide the whole cadres to improve and enhance the vitality of the whole cadres.Comprehensive deepening reform is put forward by the Party from the perspective of history and overall situation,aiming at realizing the modernization of national governance system and governance capacity,and constantly promoting the transformation of local governments and functional departments at all levels from "management" to "service".In 2018,the CPC Central Committee made the decision-making plan of combining national tax and local tax.The national tax and local tax system has many levels and large scale of personnel.The reform of the collection and management system not only involves institutional adjustment,division and merger of departmental functions,adjustment and change of personnel positions,but also involves the long-term policy differences,cultural differences,treatment differences and working habits of both sides,which directly relates to the vital interests of the majority of tax cadres.After the institutional reform,the tax system is also faced with major urgent matters such as optimizing the business environment,tax reform,tax reduction and fee reduction,and reform of the collection and management system.In the running-in stage,it has also experienced the impact of the COVID-19 epidemic in 2020,which is a brand-new challenge for the tax system and tax cadres.In line with the depth of China’s economic development,it is more urgent to build a team of high-quality young tax cadres with excellent management mode to promote the development of tax work with the development of tax cadres.By means of literature analysis,questionnaire survey and interviews,this paper comprehensively analyzes the present situation of young cadres’ team construction in Deyang tax system,and considers and solves the problems of young cadres’ ideological instability,inaccurate self-evaluation of young cadres,insufficient innovation of young cadres’ team,weak learning atmosphere,lack of professional compound talents,and need to be strengthened in personnel training.There are some problems such as insufficient promotion space for young cadres,imperfect evaluation system,poor application of evaluation results,etc.This paper analyzes the reasons from the perspective of the integrity of the city’s tax system,the internal needs of young cadres,and the external incentives of organizations,and seeks practical countermeasures to improve the quality of young cadres’ team construction,better complete the construction task of "Four Model Bureaus" of Deyang Taxation Bureau,and promote the realization of tax modernization.
