Study On The Administrative Cost Of County(District) Under The Big Department Reform

Since the reforming and opening up of China deepened, Chinese government’s administrative costs appear continuous extraordinary growing. High administrative cost to the government to bring a heavy burden on the economy, but also on the local government’s image had a negative impact. In recent years, Chinese party and government focused on this very issue with high level, such as Party Congress report made it clear that reducing administrative costs is "deepening administrative reform" an important part. In 2012, President Hu Jintao expounded reduce administrative cost requirements: " Through Big department reform of government institutions reformed,can reduce the cross and overlapping government functions, improve administrative efficiency and reduce administrative costs. To strictly control their staffing agencies,reduce number of leadership positions, reducing administrative costs" at CCP’s eighteenth national congress.Since China began to implement Big department reform since, in some parts of the country conducted a pilot reforms, Shunde District, Foshan City, is listed as the greatest efforts to reform the typical trends administrative costs of their governments also have their own unique ways. County(district) level of local government in the preparation of the grassroots of government agencies, local governments issue administrative costs actually more serious, it would be our government’s credibility caused by a very large negative impact. In this paper, Big department reform of the typical choice of Shunde as empirical analysis of the case, to study the administrative costs of the government in state(and district) level. This paper analyzed the administrative costs from the start and Big department reform theory, Big department reform from the background as a starting point, the use of theoretical and empirical analysis of the reasons for the expansion of the administrative costs of Foshan Shunde be analyzed with a view to reducing the county(district) administrative costs to make some suggestions.This paper is divided into five parts. The first part is an introduction of the background and current situation of domestic and foreign research topics of this paper conducted a preliminary summary briefly describes the research methods text content and significance of research, concluded that innovation of this paper and inadequacies.The second part describes the theoretical basis of the study. Firstly, it introduced the concept of administrative costs, administrative costs of classification and indicators to measure administrative costs were defined. Secondly, it introduced the principal-agenttheory, seamless government theory, Wagner’s Law and other related theories and most of the system, and the horizontal and vertical analysis of the positive impact of big department reform of the administrative costs have. The third section discussed the case of Shunde, describes the background and content of reform Shunde most of the reform,as well as the expansion of the administrative costs of big department reform trend. The fourth section is theroretical analysis of factors of administrative costs in Shunde district,Foshan government. Through theroretical analysis the reasons to control administrative costs at the back of big department reform can be concluded into six points. They are factors of economic development, and personnel to match the size of government,administrative cost control awareness, government efficiency, reform interest groups specific reasons for the resistance, for rent and other costs of policy implementation.Through the use of SPSS, this paper analyzed the factors affecting for the expansion of the administrative costs of Shunde, draw the number of administrative staff and administrative expenses as the main factors. The fifth part focuses on the suggestions for reduced administrative costs under the perspective of big department reform, by drawing successful experience of County Foshan Shunde sector reform(district)government, from the right to promote the most of the system, and strengthen the construction of ideology, depth analysis of aspects of construction and improve the system of technical innovation and reform in these areas, it proposed that big department reform should advancing a reasonable set of administrative functions, and to optimize the management of local government hierarchy, streamline the number of administrative staff, reasonable diversion of surplus staff, etc. in the administrative cost conscious awareness to strengthen the administrative costs of administrative enforcement and administrative supervision, and to continue to improve government decision-making mechanism, administrative costs oversight mechanisms, budget system,finally proposed reforms envisaged technological innovation promoting e-government construction and large department supermarket model, to give some rational suggestions to optimizing the reform and reducing the administrative costs.
