Research On The Problems And Countermeasures Of Government Purchase Service In Shunde District,Foshan City

China's economic development is changing with each passing day,the pace of social change is accelerating,and the social and economic structure has undergone fundamental changes.With the development of social economy and political reform,people's demand for the quality of their living environment is increasing day by day.Perfect social service system and balanced social public service standard are people's basic demands for the public service system.In recent years,local governments at all levels have adopted a wide range of ways to implement the government's purchase of public services,providing quality and sound public service projects to the public and organizations in an efficient,standardized and reasonable manner,and constantly expanding the number of public service providers.The scope of government procurement of social and public services has been continuously expanded.It has been expanded from the previous service areas of social and public protection,sanitation and cleaning work,garden maintenance and afforestation management,to social and public education,public health care,social old-age care,employment guidance,assistance and management for the disabled,special social groups and other service areas.The development trend of the government's purchase of social public services shows that the types of socialized services are increasing and the service contents are gradually refined,which can promote the improvement of social public service quality from different aspects.A comprehensive analysis of China's government purchase of social public services can greatly alleviate the financial pressure of the current government and properly deal with the quality problems in the work of social public services.Government purchasing social public services is an effective way to reasonably transform the relevant responsibilities of government functional departments and optimize the structure of socialist market economy.This practice is a practical proof of our country's re-understanding of the relationship between government and market economy.The government purchasing public service as the research contents in this paper,through collection and expounds theory,case investigation and analysis,the improvement of strategy design train of thought on this study,combined with the practice of foshan city shunde district government purchasing public service situation,summary,shunde district,foshan city,the local government to purchase the problems existing in the process of public service,combing the thinking of government purchasing public service management institution building,put forward the corresponding measures for the administration.This research consists of four parts: the first part,the introduction part,introduces the research background and significance of this paper,sorts out the research status of government purchase of social public services at home and abroad,and then puts forward the research content and research methods of this paper.The second part,related concepts and theoretical basis,focuses on public service and social service,government purchase of social public service and government procurement and other concepts;Taking the theory of public service supply and new public management as the theoretical basis of this research,this paper expounds it.The third part takes the current situation of social public services purchased by foshan shunde district government as the research content to conduct an investigation and study,analyze the basic situation and existing problems of social public services purchased by foshan shunde district government,and deeply analyze the root causes of these problems.The fourth part,based on the current situation of social public service purchasing by shunde district government of foshan city,proposes improvement strategies for various problems in the work.
