Research On The Constructional Scheme Of Innovative Social Management In Shenhe District, Shenyang

Social management innovation is the basic requirement proposed by the Party for social construction after the governing concept’s enhancement. It is the necessary requirement for a vigorous, harmonious and orderly society and it is an important part for the modernization of national governing system and governing ability. In recent years, with the constant increase of our country’s economy and accumulation of social problem, the society’s harmony is faced with serious challenge and the society goes into a period that conflicts appear and break out. It has become a serious project for us about how to deal with social conflicts, coordinate all-party’s interests, maintain social order and promote social stability.Shenyang is one of the 32 cities and the only city in the three provinces of Northeast China that be confirmed as the experimental city for social management innovation by the central committee of Communism Party of China. In recent years, Shenhe District regards reinforcing social basic public services and innovating social management system as the important means to safeguard and improve people’s lives, strengthen social vigor, promote social harmony and stability and improve the social governing. Shenhe District has theoretical and practical innovation for the means, thoughts and ways for social governing. This paper firstly states the topic-selecting’s background, significance of research and theoretical study of social governing. This paper states the comments on domestic and foreign research in this field. Further, this paper analyzes the case of the specific experimentation of social governing innovation in Shenhe District, Shenyang, it lists and summarizes the experiences and existing problems found in the process of exploring the innovation of social governing in Shenhe District. This paper refers to the domestic and foreign advanced cases, proposes the constructional scheme of further promoting and deepening social governing innovation in Shenhe District. The specific implementation scheme is divided into social career innovation and system innovation, it states the specific measures of improving the social governing work in detail in Shenhe District. It proposes the universal mode that is suitable for innovational social governing for the district and means to choose to put it into practice.
