A Study On The Effectiveness Of Social Organizations' Participation In Social Management In Hanjiang District

Compared with the government and the market, social organizations, an important way of social management are characterized by the ability of communication and coordination, making up the deficiencies and promoting social harmony. Accoring to the report of China’s18th National Congress of Communist Party, great importance has been attached to the healthy and steady development of social organizations, and masses’ participation to fulfil the basic role in the social management. As a growing new thing, the characteristics of social organizations such as masses-based, autonomy, organizing, volunteering and publicness are key factors to assist the government and the market to strengthen the weakness in the social management. Many experts and scholars have realized the vital role of social organizations in social management. Therefore, how to ensure the maximum utilization of social organizations deserves the careful exploration.In recent years, social organizations in Hanjiang District have developed a lot. In the process of participation in social management, social organizations have worked effectively and efficiently to ease up social conflicts, make up deficiencies of the government and the market, and enrich social services, even though the result is far from satisfactory. Some problems have been found in social organizations’participation in social management in Hanjiang District. Fisrt, the imbalanced participation in social management would limit and restrict the services. Second, passive participation in social management would make its service development lag behind. Third, limited participation in social management would retard the sustainable development. In view of above problems, the paper intended to analyze the causes of the problems from the government’s role, social organizations and the masses. From the perspective of the government, it hasn’t set up the concept of the social co-governance; it hasn’t established the corresponding sound laws and regulations; it hasn’t built effective relationships between the government and the society. From the perspective of social organizations, it has participated in social management in a low-efficient manner due to its shortage in quantity and its small size, structural imbalance, too much emphasis on administration, low-competence in the services. From the perspective of the masses, they are not very active and their participation is still low-efficient. What’s more, we should take into consideration the fact the system concerning the masses’ participation still needs improving. In terms of the efficiency concerning social organizations’ participation in social management, the paper proposed solutions as follows. Firstly, the government should develop the concept of co-governance, enable the public to increase awareness of co-governance, provide available access to information, lower the threshold of the masses’ participation and moderate professional demands in social management, and improve some relevant systems. Secondly, social organizations themselves should broaden access to the fund, strengthen the team building and improve its internal and external management and supervision by strengthening the internal disciplines, being assessed by the government and being supervised by the external. Thirdly, we should increase the masses’ awareness of their participation in social management, protect their right to participate in the management, broaden the channels for their participation, improve their participation from all aspects, which can ensure the possibility of the improvement in its efficiency of social organizations’ participation in social management.
