The Causes And Countermeasures Of The Existing Problems, The County Government Social Management

With the rapid development of reform and opening up and modernization, Chinesesociety is undergoing many profound changes, many kinds of social contradictionsgrowing increasingly. And "strengthening and innovating social management” has becomeall levels of government’s new topic. Though since the reform and opening, our countrylocal government has provided important safeguard for the local economic constructionand social development through perfecting the functions of the government system and theimplementation of relevant policies of social management, which has met the basicdiverse needs for the masses, and social problems have been solved obvious. But the localgovernment’s social management still exist many shortcomings, pay more attention to thespeed of economic development and ignore the quality of economic development, a singlemeans of social management to integrate social resources, lack of scientific rationality indealing with the crisis events, there is no complete set of social policies, socialorganization development is not mature, low and is unreasonable invest in public servicesand facilities, inadequate protection of environmental resources, and so on. Therefore,how to improve the efficiency and the ability of the local government’s socialmanagement, keep social stability, create a favorable social environment for developmentand promote the economic sustainable development is the important task in front of localgovernment.As the bond of the central government and local government, the research of how toimprove the ability of local government’s social management is of great significance. Baseon the country government, combined with the practical situation of Pingshan NewDistrict, this paper focuses on its social management functions in social policy,management of social organizations, good social environment for development，and so on.It will be helpful to promote the ability of local government, to resolve socialcontradictions, to keep social stability and to promote harmonious development ofeconomic and social. This paper through carding the current literature about socialmanagement and analysis of related issues of county level government social management,is helpful to make up this research gap, and has an important theoretical guiding to ourcountry social management practice.This paper is divided into five parts: The first part mainly describes the backgroundof this topic, and introduces the research significance through a macroscopic vision, and also summarizes the related research achievements at home and abroad about this topic,the research methods and research thinking and the main features of the paper aredescribed in this part, too. The second part defined two key concepts, county levelgovernment and its social management ability, then summarized the main content ofgovernment’s social management, and illustrated the importance of improvingcounty-level government’s social management ability. The third part is combined with thereality of Pingshan New District, summarizes the active exploration in the aspect ofgovernment social management and its results. The fourth part analyses the inadequateperformance and the main factors of constraints of the ability of social management ofPingshan New District. The fifth part puts forward the specific measures of how toimprove the ability of Pingshan New District government’s social management whichbased on the first four parts.
