Research On District Government How To Innovate Social Management

With the deepening of reform and opening-up, integration of global economy, transformation of social economy structure as well as the shock brought by modern information technology, our country is stepping into a stage with emerging social conflicts, the object of administration has changed greatly. Social administration has become ever more complex and demanding, especially, the county-level government holds enormous accountabilities in social administration affairs. Meanwhile, the world situation is experiencing profound and complicated changes. Uncertain and unstable factors are in a rise. The internet communication has transcended boarders and exerts great impact on local social administration. How to build a stable, fair and harmonious society is a challenging problem facing county-level government. This study is to explore innovative social administration model with objectives of improving administration level of government, striving for the well-being of local citizens, promoting economic and social development.Taking a global view, developed countries has provided us with valuable experiences in solving social administration problems.For instance, the co-governance of non-government organization of U.S, personalized system design of Singapore and Japanese government of high-efficiency. Domestically, county-level governments have been implementing constant innovations of social administration, such as updating governance ideology, utilizing modern technology, perfecting evaluation system as well as integrating a variety of resources. Gains and benefits have already been reaped.This study argues that, for county-level social administration, it is urgent to update social administration ideology, change administration and make use of modern approaches to explore new system of social administration. The new frame of county level social administration should aim to build up an efficient, compound, service-oriented government under the theoretical guide of new public administration, public affairs administration, modern social administration as well as social governance. The article is to explore a new way of county level administration by defining target of accountability through grid method. This approach allows for collecting administration information through scientific sources, dealing with social affairs by stratified levels, accepting public monitoring through public disclosure, accumulating knowledge by summarization, and forming daily standards of normal practices, which in all will enable the new framework to provide guidance to county level administration activities. By referring to successful cases at home and abroad and combing the practice of innovative social administration applied in Zhuzhou Hetang district, analyze the problems occurring in the innovation process and propose feasible solutions for promoting development of county level social administration.The study builds up a basic model of county level social administration, which can be used as the foundation for county level social administration research. The model consists of a variety of modules, which is constructive to in-depth research and practices in terms of social administration, continuously summarizing administrative experiences at the county level, and promoting the administration of county level society in scientific, efficient and modernized way.
