Research On Sports Public Service Supply In Tianjin

Public service is an important part in operating the people-oriented political administration principle. Sports public service is one of an organic parts of the public service, to improve the ability of sports public services supply, not only is the inner motive power of the construction of sports power, and is the core of building a service-oriented government.Tianjin Municipal Government proposed the building of "sports strong city" strategic objectives in 2008, the development of mass sports has played a role in the promotion and guidance. First of all, the paper analyzes the situation of the sports public services supply in Tianjin and how the government, enterprises and social sports organizations provide services according to their respective advantages. Government including Tianjin government and Tianjin sports bureau and its districts and counties of Tianjin sports bureau. The municipal government from policy, money to ensure fair supply, and Tianjin sports bureau and sports bureau in each district and county starting from the actual situation to ensure the supply practicality. Secondly, this paper analyzes the sports public services supply content, it mainly includes the fitness facilities, fitness organization, constitution monitoring, health guidance, sports activities, information consulting, sports policy, etc. Then find out the problems and the results existing in the content of the supply. Finally, this paper analyzes the Tianjin sports public service supply mode is mainly the government supplies, the market supply and social supply. The government through government service and intergovernmental agreement to provide services. Society is the use donations, volunteer service and no-profit fee-based services aim to provide volunteer services; mixing performance of the three main supply joint provision of services.According to the analysis, problems in supply process are identified, such as the government focused on limited to sports development is relatively slow; limited supply mode is not flexible in the financing channels; unbalanced supply allocation policy planning is not rational; social sports organization system is not standard lead to role play is not obvious; information management is not perfect lead to satisfaction is not high, etc. Feasible solutions will be illustrated based on the problems, such as developing and integrating the regulations and legal systems; establishing the multi-channel and multi-level financial distribution system; formulating the scientific and standardized management system in public sports service; construction development opportunities around the development model has the characteristics of Tianjin.
