Study On The Perfection Of Community Sports Public Service Supply Mechanism In Shanghai

With the development of economy, people’s awareness and purchasing power of physical fitness and sports and leisure have been continuously improved. And their requirement of sports public service has become more diversified and personalized. Community, as an important element of people’s social communication, should strive to meet the needs of the community members. Public sport service is an important part of public service, but it had been neglected for a long time. Until recent years, more and more scholars and local governments recognize that they need to gradually improve the sports public service system. But how to improve community sports service system? Obviously, it needs an effective supply mechanism. Shanghai is China’s most developed city. It’s community sports service supply levels and modes of supply plays a leading and exemplary role in the whole country. This paper focus on the study on community sports service, attempting to analyze the status of community sports service supply in Shanghai, combined with public product supply theory, put forward to improve the Shanghai community sports service supply mechanism approach.The full paper is divided into six sections:Chapter Ⅰ:Introduction. This section introduces the topic based research background and significance of research ideas and research methods. In this section, the author sorts out researches on public services, public services, sports, community service, and give comments on these researches.Chapter Ⅱ:Community sports service supply theory. This section defined the concepts of "community","Public Sports Service "," community sports service "," supply mechanism" and so on. This chapter also analyzed the theoretical basis carding community sports multi-agent supply of public services, such as the supply of public goods theory," polycentric " governance theory, the theory of communitarianism, and analyzes the multi-agent community sports service different supply modes supply portfolio type. Chapter Ⅲ:The current situation of community sports services supply in Shanghai and the experience of western countries. This section analyzed the achievements and shortcomings of community sports public services supply in Shanghai and summarized the successful experience in some western countries as America, Britain and Australia.Chapter Ⅳ, Build community sports public services multi-agent supply mechanism. Analysis the different mechanisms of administrative mechanisms, quasi-market mechanisms, voluntary mechanisms, autonomous mechanism, and cite examples in a variety of appropriate mechanisms.Chapter Ⅴ:Suggestions for the government. Since the government is the main power of public sport services provision, this paper concludes some suggestions for improving public service delivery mechanisms for community sports to the government:(1) changes in sports management system;(2) to improve community sports service multi-agent supply mode;(3) a sound mechanism for expression of interest;(4) each body established linkage mechanism to improve the supply network;(5) to strengthen the public sports service supply monitoring and evaluation;(6) increase financial input and improve the financing approach;(7) improve the legislation system.Chapter Ⅵ:Summarized the main contents and point the further studies of the issue.
