No matter what form is taken, no matter what kind of cooperation between the main body, as long as adhere to the concept of governance, with the cooperation of the main body of relationship orientation, in order to realize the administrative goals and meet the demand of public interests, for the purpose of such administrative act is administrative cooperation.Co-administration is not a simplifying privatization.The study of co-administrative should be based on the study of the theory of the privatization. The co-administration in the field of municipal public utilities including franchising, outsourcing contract, administrative commission, administrative assistant, experts in subsidies, etc. is a typical representative. The modes of abstract sense can be derived from the commonness of these specific patterns based on close degree. It includes the mode of autonomous administration, the mode of administrative assistance, the mode of "protocol type", the mode of common administrative action or joint law enforcement, the mode of "intermediate agencies" cooperation and the mode of institution or region merging. Co-administration is not a single act, but a different administrative behavior of cooperation. Specific mode can be induced from the concrete and the abstract sense of the mode.
