Study On Integrity Construction Of Chinese Civil Servants

“Establishing and perfecting social integrity system” is proposed in the Third Plenary Session of Eighteenth Central Committee of CCP, which indicates that integrity construction will be the precondition and emphasis of improving and developing various fields of China. Honesty and trustworthiness is considered as Chinese traditional virtues and the core of socialist ethics construction, the cornerstone of harmonious society of socialism construction and realizing Chinese nation’s great rejuvenation, the important safeguards of strengthening international competitiveness and influence. Civil servants are considered as important group of working on country and social management, their social integrity system construction is particularly important. In June,2014 the State Council published Plan Summary of Social Integrity System( 2014—2020), whereby it is clearly saying as follows:“Government integrity is the key of social integrity system construction, integrity level of various government behavioral agents is played as an important example and guiding role for integrity system construction of other social subjects”①“To strengthen integrity management and education, carry out civil servant integrity, legal and moral education in a deep-going way, strengthen the study of legal and integrity knowledge, strengthen legal and integrity awareness for civil servant, build a civil servant team with trustworthy and law-abiding awareness and honesty and high efficiency.”② This shows that to study how to speed up the sincerity construction of Chinese public servant is a urgent and time-based subject.This article mainly contains five parts, exploring study the integrity construction of civil servants in our country. The first part is the introduction, which mainly elaborates our country civil service integrity construction, selected topic origin, research significance and the domestic and foreign research review and research methods and innovations. The second part is the basic theory of civil service integrity, which mainly expounds the characteristics of the definition of basic concepts of civil servants, civil servants credit as well as the theoretical origin of the construction of the civil servants in our country. The third part is the analysis of the theory of civil servants lack of integrity, which mainly elaborates our country’s civil service performance and harm of the lack of integrity and reason. The fourth part is the foreign enlightenment to our country civil servants integrity, which mainly elaborates from the Nordic countries represented by Finland, north American countries represented by America and Asian countries represented by Singapore. The fifth part establishes and improves the integrity construction of civil servant’s thinking path, which is mainly from improving the civil servant’s administrative morality accomplishment and elaborating the establishing and perfecting of the civil service integrity construction management system, the civil service integrity construction supervision mechanism and the credit construction of relevant laws and regulations on civil servants.
