Research On The Coupling Model Of Chinese Civil Servants' Integrity And Administrative Ability

In the report of the Nineteenth National Congress,Comrade Xi Jinping pointed out: “At present,the anti-corruption situation is still grim and complicated.The determination to consolidate the overwhelming situation and win the overwhelming victory must be firm as a rock,purify the political ecology within the Party in all-round way,resolutely correct all kinds of unhealthy tendencies,punish corruption with a zero-tolerance attitude,and constantly enhance the Party's ability of self-purification,self-improvement,self-innovation and self-enhance.We should always maintain the flesh-and-blood ties between the Party and the people.” These expositions fully reflect our Party's firm determination and confidence to punish corruption.In view of this,it is extremely urgent and important to evaluate the level of integrity and administrative ability of civil servants,strengthen the construction of integrity and administrative ability,and improve the performance of civil servants.By absorbing relevant experience at home and abroad,this paper studies the coupling between integrity and administrative ability on the basis of learning synergetic theory,expects to put forward valuable suggestions for the improvement of the evaluation system of integrity and administrative ability of civil servants,and provides theoretical and practical basis for the coordinated development of integrity and administrative ability of civil servants in China.In view of the limitations of the research on the interaction between civil servants' integrity and administrative ability at home and abroad,this paper analyses the interaction and symbiosis between civil servants' integrity and administrative ability from the perspective of coupling,and establishes the coupling model of civil servant's integrity and administrative ability.This not only expands the analytical tools of political research to a certain extent,but also enhances the explanatory power of theory to reality.This paper mainly includes the following aspects:First,this paper defines the connotation of integrity and administrative ability and their value orientation,and explore the coupling relationship between them.By analyzing and judging the dynamic and complex relationship between integrity and administrative ability,this paper establishes a new perspective of the relationship between integrity and administrative ability.Second,this paper analyzes and discuss the coupling mechanism of civil servant's integrity and administrative ability.From the coupling mechanism of civil servant's integrity and energy and administrative ability,it is mainly because of the existence of four action mechanisms,namely,internal dynamic mechanism,system coordination mechanism,system coercion mechanism,and legal guarantee mechanism.Third,this paper establishes a scientific and systematic evaluation index system of integrity and administrative ability.By synthesizing the relevant literatures on the evaluation indexes of integrity and administrative ability at home and abroad,following the principles of scientificity,operability,representativeness and comparability,and combining with the availability of data.This paper designs an index system to measure the level of civil servants' integrity and administrative ability.Fourth,this paper establishes the coupling model of civil servant's integrity and administrative ability,and conducts an empirical study on the coupling level of the two.According to the evaluation index system of civil servant's integrity and administrative ability,this paper establishes the coupling model of civil servant's integrity and administrative ability;Through on-the-spot investigation and e-mail survey,the author obtains the first-hand data of 12 cities in the core development zone of the Central Plains Urban Agglomeration on the integrity and administrative ability,and measures the coupling level of civil servants' integrity and administrative ability.Fifth,according to the results of theoretical research and empirical research,this paper applies the theory to the practice of the coupling of integrity and administrative ability in China,and puts forward some countermeasures and suggestions to promote the positive interaction between integrity and administrative ability of civil servants in China.
