Study On Integrity Responsibility Of Chinese Civil Servants

Honesty is the basic requirement of building a harmonious society,civil servant is not only a good character,but also a responsibility.The realization of national Democratic politics lies in administrative responsibility,and the realization of administrative responsibility is guaranteed by the duty of honesty of civil servants.The duty of public servant's good faith refers to the public servant's loyalty to the country and the people in the exercise of public rights,and actively fulfills the moral requirements of saying and doing what he says and keeping his promise.China is currently in the construction of the service-oriented government,the construction of civil servants 'honesty and responsibility is the inevitable requirement of the service-oriented government,and it is also the key to improve the management efficiency of the government and establish a harmonious social political balance structure system.But at present,the research and system construction of the honesty responsibility of the civil servant in our country is not perfect at all.The absence of honesty responsibility often occurs in the civil servant administration,which is manifested in the loss of value on the psychological level,lack of responsibility,dereliction of duty,private use of public power,deception on the governance level,and the changeability of decrees.As to this,the author first from our country civil servant integrity responsibility concept analysis and put forward;Then it explains the contents of the duty of honesty in civil servants,including the realization of the administrative goal,the responsibility belief in the pursuit of value,and the administration of honesty and honesty.The article also analyzes the reasons for the lack of integrity responsibility of civil servants.The internal reasons include the lack of integrity responsibility awareness,the lack of responsibility administrative ability,and the abuse of the concept of "economic person" in the administration.External reasons include unclear division of responsibilities,conflict of administrative responsibilities,imperfect supervision system and inadequate legal security system.At the same time,this article also focuses on the construction of service government in China,and puts forward countermeasures for the construction of public servants 'integrity and responsibility.This includes enhancing the public servants 'sense of honesty and responsibility,improving their administrative ability of honesty and responsibility,implementing high-paying anti-corruption policies for civil servants,transforming power and administration into responsible administration,improving the civil servants'administrative responsibility system,and establishing and improving the administrative integrity and responsibility system.
