Work values are value judgments formed by grass-roots civil servants' pursuit of different levels of work.The study of grass-roots civil servants' work values and integrity performance behavior is not only enrich the New Public Service Theory and other related theories,but also guide grass-roots civil servants to set up correct work values and improve integrity performance behavior,and then,promote the construction of government affairs integrity in party and government organs.On the basis of literature review and open-ended questionnaire,first of all,we compiled a questionnaire what have high reliability and fair validity to measure work values of grass-roots civil servants.Secondly,we investigated the present situation of 322 grassroots civil servants' work values.Finally we analyzed the relationship among grass-roots civil servants' work values,job satisfaction and integrity performance behavior.The main conclusions as follows:First,grass-roots civil servants' work values including four dimensions of cognitive aspects of self-value,behavioral aspects of self-value,cognitive aspects of public value and behavioral aspects of public value.Second,the average value of grass-roots civil servants' work values is 4.05,meanwhile there were significant differences in educational level,marital status.Third,there is a significant positive correlation between the work values and integrity performance behavior.Work values can positively predict integrity performance behavior.Fourth,Job satisfaction has played a part of mediating role in this process where the influence of work values on the integrity performance behavior.This study adopt various method to demonstration the grass-roots civil servants' work values,and provides the ideas and directions for public administration through work values,job satisfaction and integrity performance behavior.
