| The Chinese society nowadays is in a process of transition. With the acceleration of social reform and increase of social contradictions between different social classes, as well as the mobility of populations, public security program has faced unprecedented challenges. Together with the effect of governmental public reform and the fifth police reform of western nations, the model of public security contract has been proposed. his model brings the administrative contract and market mechanism into the management of public securities, which has changed the tradition of governmental monopoly in public security services, and has imposed positive effect on the resolve of lack of public security forces and elimination of administrative costs as well as promotion of civil participation into public security management. However, there are also lots of controversies about the model of public security contract. For example, there is no relevant laws and regulations about the operation of public security contract and the costs and expenses of such contract. There is still no definite resolution about the roles of public security institutes in public security contract. In practice, problems like the abuse of power and deterioration of public fiscal burdens have appeared. All these obstacles hereof hinder the development of the model as a new approach of social management.This paper begins from the gathering and analysis of public security contract practices, and sorts the models of public security contract in operation, in order to find out practical problems. Through the presentation of core problems in disputes, the author tries to find out the approach and directions of public security model for the transitional phase of social development.Part One of this paper presents the academic background of public security contract, social environment faced by public security program. This part also searches its significance both theoretically and practically as well as the search method, which forms the academic basis of this paper.
