Through books and network platform, collects the domestic and foreign relevant government to strengthen the management of old-age support difficult birth family documents and research reports, refer to the Wujiang area in recent years the introduction of relevant documents, summarizes the related ideas and situations. On the basis of theoretical analysis, combined with the research needs of parents, family planning, the only child, difficult birth family members were investigated with questionnaires and in-depth conversation, grasp first-hand information, and formed a certain analysis system.This article from the concept of family is closely related with family planning and difficult to start, reviews the history of Wujiang District, in the difficult birth of family supporting construction present situation and needs, as well as some attempts and achievements. At the same time, it analyses the deficiencies in the work of several aspects of the. Through the comparison of Australia, Japan and Singapore and other country’s endowment support pattern, and the difficulties in Beijing City, Jiangsu Province in China Nantong City, Cangzhou City, Hebei Province, the canal zone and the situation of family pension to help, learn from the advanced experience and practices, and find out the measures and methods for the development of Wujiang. The existing problems of Wujiang district government departments coordination mechanism is not smooth, people’s participation enthusiasm is not high, the subjective form of assistance and other aspects of content is diverse.To solve these problems,in this paper, and actively explore the practice of Wujiang helping Road, put forward by giving full play to the government leading role in the total catch, to create a good social atmosphere of public opinion, to fully mobilize the enthusiasm and establish and improve the long-term mechanism, to achieve new breakthroughs in Wujiang district health and family support endowment difficult.This paper is in the background of integration of urban and rural South of Jiangsu County, developed based on the perspective of the difficulties, family planning endowment support as the research object, through theoretical research and empirical analysis, combined with the actual Wujiang, in-depth exploration of the feasibility of continuous development and improve the difficult birth of family pension to help and the specific operation, the role of government, society and family in the old helping, provides the reference for the relevant departments of the government decision making. In the policy, economic and emotional aspects and given the difficulties of family planning care and help, and continuously improve the overall well-being, promote social harmony and stability, thus nurturing Wujiang’s economic and social development.
