However, with the development of social transformation, the influencing factors of social development put forward a new challenge to which is the work functions, forms of organization, development mode, the quality of league Cadres in Youth League, Youth League to promote in social management at the grassroots level is facing many problems and challenges in the new period, so Youth League should help to burdening about the Party Center, avoiding the work and cause of Youth League which is marginalized and even ignored, so it must follow the requirements of the times, change the work function, from passive participation to active in promoting in social management at the grassroots level, serving the local economy and society, serving the youth to grow.At present, to building for the comprehensive well-off society, realizing the long period of stability under the Party and National, the Central Government to further strengthen and innovation of social management, so the career of Youth League ushered in new opportunities for development and development space. In this paper, the public management, service-oriented government, government failure theory are used, the reality basis which is the law and the entrusting by the Party and Government is to base on.
