A Study On The Cooperative Relationship Between Government And Non - Governmental Organizations In The Salvation Of Children In Yunnan Province

At present, the relief work of our country’s street children mainly relies on government relief stations and non-governmental relief organizations. The government is still the main part of bailout, however, the government is a "limited government", a single government bailout exists many limitations. With the transformation of the economy&society and the change of the government functions, as a new social force, non-government has already participated in public affairs. It replaces and complements the relief function of government, but there is a problem that "voluntary failure" is also existing in non-government, it is impossible for the non-government organization to assume the relief work of the street children. After analysis the rescue conditions between the government and non-government organization in China,we found that the primary causes are the lack of cooperation environment, the imperfection of government management system as well as the shortage of the self-development of the non-government organization what have restricted the positive cooperation between government and non-government organization in China are the lack of cooperation environment, the imperfection of government management system as well as the shortage of the self-development of the non-government organization.As for the relief work of the street children, this article, which draws on the practical experiences of the cooperation between the government and non-government organization from India,and Brazil. It creates a new idea for the project in Yunnan as well as provide a suggestion is that to achieve the positive cooperation between the government and non-government we should make constant improvements in legal system, ideas of aid and also the management system.
