Research Into The Problem Existing In The Administrative Law Enforcement Management Of The Public Security Bureau Of Zengcheng And The Solution To It

The day-to-day enforcement of public security organs is closely related to people, which has played an important role in protecting the fundamental rights and interests of its citizens as well as preserving public security and order. Administrative law enforcement organs have carried out reform in order to further improve the law enforcement quality and strengthen the law enforcement management, yet there are many problems. With people’s continually strengthening their consciousness of self-protection and growing power of network media superintendence, people put forward new requirements for law enforcement management. So how to manage the law enforcement, regulate administrative law enforcement performance, promote the legalization of police work are urgent issues remain to be solved for Public Security Bureau in Zengcheng. This author futher analyze these issues based on current situation, and this paper is composed of five parts:The first part is about the introduction, which mainly introduces the research background and research significance of Zengcheng District’s law enforcement management, and at the same time analyzes the research status, explains the research thought, approach and main contents.The second part is the theoretical basis and related concept definition and the author conbines theories of administration law enforcement, administrative idea of police service, administrative responsibility, and performance management to identify the study fields.The third part is going to analyze the main causes of existing problems. Firstly, it is the unresonable section of police recruitment and unscientific part of their obtaing law enforcement qualification in terms of administrative law-enforced subject. Secondly, the procedure is irregular while talking about enforcement procedure managament, and accreditation, lawsuit are not managed well. Thirdly, the management of case handling place and usage are also not done well. Fourthly, the distraining, keeping and disposal of criminal gains can not be handled properly. Finally it is about the police performance setting,and there are many problems in terms of unreasonable assess index, plan and guidance.The author aims to put forward suggestions for reform and perfection of law enforcement management of Zengcheng’s police organs. To being with, we have to strengthen the management of law enforcement forces, strictly define selection criteria, and establish evaluation mechanism to improve the comprehensive quality. Secondly, strict approval system should be adopted while applying for crime scene to regulate the entry-and-exit, logistics support and maintenance system. Thirdly, the work procedures of receiving & handling calls for emergency service, accreditation, and lawsuit should be legitimized. In addition, department of legal system and case tracking system should be established to trace the progress. Fourthly, supervision on criminal gains and modern logistics management approaches should be carried out to effectively manage. Finally, we have to simplify law enforcement performance index, optimize and strengthen performance appraisals to improve daily supervision and management.The last part is a conclusion to summarize the research result.
