Research On The Present Situation Of Villager Autonomy In Urbanization

The construction of villager autonomy in our country has reached certain level after decades of development. But it, as one grass-roots democratic system with Chinese characteristics, has all along been exploring and innovating in practice. Currently, in the new period of comprehensively deepening reform and speeding up the building of a well-off society in an all-round way, the construction of villager autonomy is related to rural development and stability. The construction of new urbanization is one of the distinctive themes of the report to the Eighteenth National Congress. The vast rural area plays a vital role in the process of promoting all-round urbanization. The promotion of the rural urbanization construction is changing production and living mode, changing rural villagers’ idea and ideology. The urbanization development, while breaking the traditional idea about the urban and rural dual structure, is bound to impact and change the construction and development of villager autonomy system. Hence, this thesis, with the purpose of investigating the evolution and innovation of villager autonomy in the process of urbanization, mainly from politics perspective, is based on the current developing reality of villager autonomy, chooses relatively typical urbanization development case, Hebei Luan Cheng Town as research object, and adopts scientific and systematic research methods like, Literature, Questionnaire, and Interview to investigate and analyze the present urbanization situation of Hebei Luan Cheng Town, to find out the new conditions faced with villager autonomy, its existing problems among the change, so as to make efforts to explore solving paths to these problems.By starting from the developmental change of villager autonomy in the process of urbanization, making Hebei Luan Cheng Town, this relatively typical town, as research objective, this article analyses villager autonomy from the perspective of urbanization. The whole article includes five parts: Introduction; Theoretical analysis on villager autonomy in urbanization;The present situation analysis on Hebei Luan Cheng Town villager autonomy; The feature analyses on Luan Cheng Town urbanized villager autonomy; The investigation on existing problems and improving paths for Luan Cheng Town villager autonomy. The Introduction part mainly consists of this research’s origin, significance, research method, domestic and foreign research status, and the innovation of this paper, etc. The second part discusses the basic condition and the development of Luan Cheng Town in urbanization. With introduction to the basic situation of Luan Cheng Town and investigation on the present situation of Luan Cheng villager autonomy, here comes the changes of villager autonomy in urbanized countryside. The third part comprehensively analyses the characteristics of and reasons for Luan Cheng villager autonomy. With analyzing the characteristics of Luan Cheng villager autonomy, it can be seen that, in urbanized rural areas, villager autonomy is experiencing remarkable changes, which are influenced by various factors. With the above analysis, the fourth part finds out the still existing problems in rural urbanization, and puts forward feasible construction paths for the development and improvement of villagers autonomy, which mainly includes: to improve the system construction of villagers autonomy, to strengthen the villager autonomy organization, to improve the quality and level of village cadres management, to strengthen the introduction of talent and to further improve the guidance of government on the villager autonomy etc.. Finally this paper concludes that, in the process of urbanization, the villager autonomy has been considerably developed, revealing its own distinctive characteristics. However, in the process of development, the autonomy of villagers in rural areas is also faced with new challenges in the town. With the change of rural environment in urbanization, traditional survival soil for villager autonomy is gradually disappearing, so its further development also depends on the government’s energetic guide, talent cultivation and introduction as well as the improvement and innovation of its own system. It’s hoped that, by summarizing features and experience of the rural villager autonomy in highly urbanized area and thinking on how to develop it further, there could provide beneficial model for the other rural villager autonomy construction and beneficial exploration on the perfection of the villager autonomy for this region as well.
