Chinese Marine‐diplomatic Strategy In New Era

Modern Diplomacy originated from West, which is accompanied by the establishment of the sovereign state system and it become a necessary and "the best and most civilized" means of communication between nations in the era of globalization. The 21 st century is rapid development, and it is also the century of ocean. Unobstructed ocean shipping is an important reason to promote the rapid development of globalization. Therefore, globalization is essentially a maritime nature. Ocean diplomacy is an important part of the world’s overall diplomacy, and it is the product of era of Ocean and diplomacy "marriage" in the globalization, and its producing and operating is in accordance with the general rules of traditional diplomacy. Compared with the traditional diplomatic career, marine diplomacy has some attributes, such as maritime diplomatic diversification, diversification means and purpose. From the practical point of view, from the United Nations Conference three times in the 20 th century, the international community has been the practice of diplomacy. In November 1994, "United Nations Convention on the Law of the Sea," entered into force. The States Parties pay attention to the importance of the ocean. Traditional security threats appear at sea containing the islands sovereignty and over the waters delimitation disputes and competition for marine resources. Other non-traditional security issues also appear which contains energy, economic, technological, ecological and other emerging fields. And ocean environment and transnational diffusion determines that these issues are difficult to rely on a country or a complete sea power alone. Marine issue has become a hot issue in recent years, resulting in many the negotiations conducted negotiations, consultations and other diplomatic dialogue, cooperation and the fight around the ocean issues in the international practice. The ocean has become a platform for dialogue with countries. It has become an emerging political and diplomatic functions of diplomacy different from the traditional maritime diplomacy.In recent years, the pressure of the resources, environment, population are rising which making China’s economic development toward the ocean. Ocean development is growing concern and some maritime issues are shelved which have been being rethought. Our country is a typical land and sea power. We consider the development strategy of China’s sea from the geopolitical level and our country has dual vulnerable security problems in the land and sea aspects. From the practical level, our country’s comprehensive strength is relatively weak compared to other marine maritime power in the our military forces by sea and marine economy, marine technology and other forces. From the culture and historical traditions level, "loess civilization" has a long-standing tradition of historical influence: we pay attention to the road more than the sea and marine consciousness is weak and the degree of development of ocean is behind other developed countries. Meanwhile, the US Asia-Pacific strategy and the United States, Japan, India and other countries to return for these marine issues make the intervention and interference in the waters around our country forming the increasingly fierce competition. Ocean diplomacy is a low-cost way rational use of resources which should be the first choice for China’s foreign strategy for the peaceful settlement of international disputes. It fully oriented from the international cooperation and the bilateral and multilateral exchanges and cooperation and negotiations is conducive to the cultivation of political mutual trust, mutual respect and maritime rights and interests and resolve the political and security. So it will improve the maritime cooperation. It can also be "easy things first after difficult, enhancing the political mutual trust through win-win cooperation with foreign in the non-traditional security fields which led to solve the traditional maritime security issues.Review article research the main content of marine diplomatic strategy and the main difficulties faced and new ideas to resolve these difficulties in the new era from the principles of diplomatic and geopolitical point of view,through analysis economic, judicial dilemma, national sovereignty, and the plight of the Theory of Cooperation interpretation and the development dilemma, and find the solutions from these problems and shortcomings so that our we can form a comprehensive diplomatic strategy system, achieve the maintenance of China’s maritime rights and interests and enhancing our overall strength and international influence.The article is divided into four parts to illustrate the new era of China’s maritime diplomacy strategy. The first part focuses on the concept of progress and the China National Offshore Marine diplomacy diplomatic strategy. The article is divided into two sections, the first section first analyzes the basic concepts of maritime diplomacy, followed by analysis of the characteristics of the ocean diplomacy. Finally, it analysis the emergence and development of marine diplomacy. Second section, it analyzes the proposed course of Chinese maritime diplomacy and development strategy. The second section discusses the main content of the new era of China National Offshore diplomatic strategy and it is addressed from the ocean judicial diplomatic, political cooperation of maritime diplomacy and military diplomacy and civil diplomacy related to the sea and marine economic diplomacy in these five areas respectively. The third part, it analysis the main difficulties faced in the new marine diplomatic strategy, namely the idea that the plight of the judicial dilemma, national sovereignty and co-development dilemma. The fourth part will focus on the plight of the third part, the corresponding solutions are proposed measures, namely the construction of diplomatic concept of peaceful development and improve the judicial system of the ocean to enhance the strength of the ocean diplomacy appropriate "do something" to strengthen international cooperation in maritime strategy layout.
