In order to adapt to the d evelopment of the new situation, the Communist Party of China put for ward a new proposition——constructing a service-type grassroots pa rty-organization and rise it as a specific goal in the new period at the 18th Congress of CPC, in order to meet the hopes and interests of the popular masses.Shanghai is in the forefront of the national economic and social development. At the same time, the complexity of the urban social management is very high. for the exploration of city community party organization construction.Shanghai is much earlier than other places andhas a lot of practical experience in fresh.
