Ever since the implementation of Reform and Opening-up policy in China, especially in recent years, with the gradually deepening of social and economic system reform, our country’s international competition of comprehensive strength has enhanced markedly. However, as the growing of our awareness of the law, our master consciousness of country city residents, democratic consciousness and awareness of autonomous management, the city government management level is confronting a challenge in a very great degree. The under-developed government management mode, the rigid thinking mode, the low efficiency seriously lags behind the development of control measures, poor service level and weak awareness of serving the people, has seriously hindered the pace of economic and social development. Under the combined effect of the above factors, resulting to community management is suffering a "policy is far behind the development of economy "phenomenon, and residents have an expectation that government can’t offer in present days. Some districts even confront a dilemma in regulatory measures choosing. The disharmonious development affects not only the residents to achieve their inner expectations and the reality demand, but also affects the image and the status of the government in the residents’ heart. It has hindered the development of democracy and the rule of law society, and even has affected the construction of the government with simplify, efficiency and honest. How to achieve "innovation" community governance model has become a new topic that needs to solve urgently in academic circles, as well as practice circles.This paper based on the overall view of community governance, aiming at exploring the solution to the community governance model innovation of the legal system. This article starts from the explanations of community governance organization, community autonomy and community governance theory connotation, and so on, according to the operation of its historical evolution and the development related situation, then takes the advanced experience in community governance mode in Shenzhen as an example, discusses the guiding thought and solution measures for solving existing problems of urban community governance.
