All through the ages,the land is the basic elements of the human society survival and developments the source of all wealth.British classical political economists William,with the first of the "land is the mother of wealth,labor is the father of wealth" excellent judgment accurate interpretation of important interdependent relationship between the land and wealth.At present,because our country for a long time practice of city and countryside dual structure,urban and rural residents income gap is widening,the disposable income of farmers is low,agricultural development is slow,stagnant rural economy,the "three rural problems" legacy.To change this situation,vigorously promote the rural land circulation,increases the farmers’ property income is a feasible way.In the current national focus on breaking the urban and rural dual structure and deepen the rural reform under the background of,through the institutional arrangements for further perfecting the rural collective land circulation mechanism,to give full play to the value of rural land,to achieve the optimal allocation of land resources,and enhance the vitality of rural economic development is of great significance.At present,our country rural land circulation system is not perfect,in the interests,driven by increasing spontaneous disorder of rural land circulation phenomenon,caused a large number of disputes,become one of the important factors that affect social stability.Under the current legal framework,the main body of collective land ownership is not clear,the power and responsibility is unclear,the farmers’ land rights failed to fully realize the existence of problems,affects the advance and development of the rural land circulation.Therefore,perfecting the system of rural land circulation system,main body and the way clear circulation,rational allocation of land income,focus on increasing property income of farmers,to further establish and improve the social security system,rural is an urgent problem to be solved.It is based on the thinking and understanding,the author studies the selection system of rural land circulation, in this paper,from theory to practice,to explore from other country experience combined with the actual situation of our urges the continuous improvement of the rural land circulation system in China.
