The world of the 21st century, is a world of economic globalization. It is the sense of America that they are facing new competition situation in a globalized world with the peaceful rise of countries like China and India. With the publication of Rising Above the Gathering Storm:Energizing and Employing America for a Brighter Economic Future in 2005, America recognized that inadequate research input and backward STEM education quality are the sticking points that leading to the decline in America’s competitiveness. In order to invest in innovation through research and development, and to improve the competitiveness of the United States, the American government prepared to increase the input in basic research and promote the development of STEM education in the form of legislation.America COMPETES Act, signed by president Bush on August 9th,2007, has become the main public law that increasing the input in basic research and promoting the development of STEM education. This act contains 8 titles, title I is "Office of science and technology policy; government wide science"; title II is "national aeronautics and space administration"; title III is "national institute of standards and technology"; title IV is "ocean and atmospheric programs"; title V is "department of energy"; title VI is "education"; title VII is "national science foundation"; title VIII is "general provisions".The main goals of America COMPETES Act are accelerating scientifical and technical talent cultivation, improving social concern on education and finally strengthening national competitiveness. As early as in 1958, the American government has enacted National Defense Education Act which has the same objective as America COMPETES Act under the stimulus of the successful launch of Sputnik satellite. National Defense Education Act concerns mainly on the problems in education and America COMPETES Act concerns not only on education but also on basic research. National Defense Education Act and America COMPETES Act both attach importance to science, mathematics, foreign language education and the construction of teaching staff, but the later focuses more on technology and engineering education.Since America COMPETES Act is a funding authorization act, many provisions in this law have not been implemented under the circumstance of global financial crisis, but the American government didn’t have the intention to abandon this public law. After the authorization deadline of America COMPETES Act, in January 1st, 2011, president Obama signed America COMPETES Reauthorization Act of 2010. America COMPETES Reauthorization Act of 2010 keeps the objective of America COMPETES Act and specifically revised some of its provisions according to the current developing conditions of America and executive performance of America COMPETES Act.
