The labor dispatch, which is an emerging form of employment, was first introduced from developed western countries. It is a kind of flexible employment situation and also a complement to formal employment. In recent years, with the rapid development of Ordos, the labor dispatch has also experienced substantial development. Whether in labor dispatch institutions, companies and for labor who were dispatched, labor dispatch has developed to certain scale with several characteristics. It occupies an important position in Ordos’s labor market. Since the enactment of the "Labor Contract Law", especially<The law of labor dispatch administrative licensing> and <The rule of labor dispatch interim> in 2014, due to the introduction of several specific operation rules, labor dispatch has gained benign development. But for various reasons, there are still some shortcomings in Labor Dispatch industry of Ordos.This paper focuses on the case of Ordos. Using various methodologies, mainly interviews and comparative analysis, this research introduces labor dispatching in the market of Ordos. Issues including scale of service dispatching, distribution situations of this employment and characteristics of organizations using it are discovered in this work. In the same time,it is realized that defects in relating legislation, administrative omissions and other reasons restrict the healthy development of this new form of employment in Eerdousi’s labor market. To be specific, the new released laws bring more challenges to the whole industry. The paper calls for effective actions from the legislative department,the supervisory department and other key actors to make positive impacts for the growth of labor dispatching industry in the city and,possibly, the nation.The paper is divided into four parts:the first part introduce the situation of Ordos dispatch from labor-sending agencies, employers and dispatched workers. Not only the same aspect about the country but also the characteristic of Ordos. The second part analysis of the existence of the practical aspects of Ordos City dispatch problem. The third part of the paper for the dispatch service analyzes the causes of problems, including of the lack of legislative level, and the practical issues. In the fourth part, from the dispatch main parties, point out the more operational method to solve the problems in order to make the dispatched situation better and better.
