The Study On The Party’s Ethnic Policy Since The Reform And Open: Theoretical Direction And Practical Way

In a unified state with multiple nations, a nation is not isolated, nor barriers among them. From the experience of the independent state over the world, how to properly handle the ethnic policy is directly related to the security and stability of the country and society. Policy is a political consciousness that the mutation of ruling party’s consciousness into country’s by reasonable and lawful mode. This paper discusses the Party’s ethnic policy in the new period since the reform and open, including theoretical direction and practical way.The introduction section mainly introduces the origin and significance of the paper, review the research on ethnic policy, and the concept of "ethnic policy" and "the region of ethnic minorities" are defined.The first part discusses the Party’s political ethnic policy from the perspective of ethnic relations. The theoretical direction of Party’s political ethnic policy determines confrontation or cooperation among the various nations. The Party gradually makes "ethnic equality" and "national unity" as the basic theoretical direction, and makes the system of regional autonomy for ethnic minorities as the core of the political ethnic policy.The second part discusses the Party’s economic ethnic policy from the perspective of ethnic development. Development is the top priority of ethnic minorities, especially economic development. Since the Reform and Open, a number of economic policies are constituted by the Party. Such as, preferential policies in finance and taxation; supporting policies in industry, agriculture, animal husbandry and national trade, pro-poor policies improve people’s lives in ethnic minorities; western development and special economic zones in Kashgarare reflected the Party to promote ethnic economic development.The third part discusses the Party’s educational and culture ethnic policy from the perspective of ethnic problem. At present, China is in a period of social transformation. Ethnic problems are not only reflected in the unbalanced economic development among different regions, but also the performance of other problems such as education is relatively backward, inadequate protection of culture and other aspects. Therefore, in the new period the Party institutes policies about education, language and customs in order to address these practical problems and achieve comprehensive development of ethnic minorities.The fourth part discusses about promoting consideration of ethnic policy, include using the way of operation to improve the effect of ethnic policy. Moreover, the thought of "anti-preferential policy" must be forbidden in the cause of policy-making process by the Party. The Party the state should actively encourage local governments to develop local ethnic policy under the framework of regional ethnic policy.
