Research On The Construction Of Public Resource Trading Platform

Public resources refer to the resources shared by the whole society. Public resource transaction is the common concern of the whole society, closely related to interests of the general public. This essay explores the trading issues of public resource in the government physical market and takes Jining City as an example to study the construction of the trading platform.Government and market positioning and their relationship are fundamental issues of public economics. Transaction of public resources includes many aspects of government actions and market regulation. In order to explore the nature of the transaction and build an ideal trading platform in line with national conditions, we must make an accurate judgment on the platform positioning and what should be included in the platform. This essay mainly focus on what can be regulated by the market without being included in the platform; what is necessary to have access to the platform and regulated by the government; how should the government balance freedom and supervision in the transaction of public resources, etc.Jining has been at the forefront of Shandong Province in the construction of public resources trading platform and enjoys advanced experience in the nationwide. This paper summarizes the experience and practice of Jining and has a comprehensive analysis of the platform development and transactions from different aspects, like institutional settings, functions of positioning, operational mechanism, etc., in order to find the problem, retain the advantages, continue to improve and play an inspiring role on the basis of the experience.Public resources transaction has a wide coverage, involving many departments, involving practitioners in different fields. The competition is fierce and it fails to form a unified institutional system. Therefore although the government takes it seriously at all levels, there are still many problems. This paper attempts to analyze from two aspects, namely the process and the parties of the transaction. On the one hand, it deals with the whole process before, during and after the transaction; on the other hand, it sheds light on the interests and inner disadvantages of different parties of the transaction, such as the owner, agency, competitors, competent departments, in order to fully dig out various problems in the transaction of public resources.Contradictions are inherent in the appearance of things. Among the various problems existing in the transaction of public resources, we can find some prominent microscopic or macroscopic conflicts, resulting in the stubborn illness in the transaction of public resources. Meanwhile, this paper attempts to sum up and classify the deep-seated causes of the problems in the public resource from "government failure" and "market failure" perspectives, which lays a theoretical foundation for overcoming the problems and establishing an ideal trading platform.Finally, this paper depicts an ideal trading platform of public resources from the administrative system, operational framework, monitoring mechanisms, performance evaluation, technological innovation, human resources support, etc., and proposes constructive suggestions for the establishment of a standardized, scientific and rational public resource trading platform.
