Research On The Construction Of Hunan Public Resource Trading Platform

Building a standardized and unified public resource trading platform is an effective means for the government to optimize the allocation of public resources,helping to reduce transaction costs,playing the decisive role of market in resource allocation,and realizing the economic transformation of public resource transactions.At the same time,through the implementation of the requirements of streamline administration,delegate powers,and improve regulation and services,it is helpful to promote the transformation of government functions and achieve political changes in public resource transactions.Therefore,building a public resource trading platform plays an important role in safeguarding the public interest,optimizing the market competition environment,stimulating the vitality and creativity of market entities,and promoting the free and effective flow of resource elements.This paper studies the construction of public resources trading platform in Hunan Province,and systematically analyzes various problems such as the improper management system,the lack of internal control and information disclosure,the uneven staffs,the low efficiency of platform services,the poor quality of transaction data and the lack of supervision.Under the guidance of Public Choice Theory,Transaction Cost Theory and New Public Service Theory,the reasons for the existing problems of the platform are analyzed.It is found that the insufficient reform of management system,the insufficient system supply,the inperfect platform operation mechanism,the insufficient personnel team,the lag of information construction and inadequate supervision system are the reasons.At the same time,by drawing on the "big data" application of Guizhou Province,the "integrated supervision" mode of Hubei Province and the "government service + public resource transaction" mode of Guangdong Province,the paper puts forward the direction that the platform should follow in the next step of construction and development:deepen management system reform,improve management system,improve operational mechanism,strengthen the comprehensive quality of employees,strengthen information construction and improve supervision system,hoping to promote the unified,standardized and efficient development of the public resource trading platform in Hunan Province.
