Study On The System Of Community Home Pension Service In Rural

According to the prediction of The old do, in the next ten years, China will become the world’s oldest big country. The middle of this century, our society will enter the depth of the aging stage, so how to make adequate preparations in the attact of "silver wave",and how to realize the smooth transition of the new normal aging in economy, become the key problems the government and the whole society have to. Although many of policies like the “pension merger” and " use house property as the living means " which catch the public’s attention, but in rural areas,where the aging is more serious, the social security system seems be ignored. With the rapidly development of urbanization construction,outflowing of rural labor force makes family increasingly miniaturization and empty nest, the change of family structure has also initiated the old-age type change, the traditional family endowment functiong radually weakened, so constructing a new system of pension service becomes inevitable. Therefore, this paper will study on constructing the system of rural home pension service In the perspective of community support,that not only meet the demand of the elderly,but also Is the inevitable requirement of social pension.This paper takes the hierarchy of needs theory, social embeddedness theory, welfare pluralism theory as the guide, through the ways of questionnaire investigation;literature study;interview and comparative research, investigates the six degree of the economic development of Baoding rural community.This paper based on the present situation of supply and demand of the elderly pension services,analyse the successful experiences and existing problems on constructing rural community home-based care services system of Baoding,and come up with specific targets for further improving the construction of rural community home-based care services system, From the perspective of community support.The field survey found that,although in some areas of Baoding which have already explored the mode of community home endowment and made certain progress of constructing the community support system,but from the whole, still exist some problems as one-dimensional of service object and body;the simple service mode; A lack of supply level; Service quality is not high and so on.Through the analysis and the research to the problems, the reasons restrict the development of rural community home endowment service system is complex and has a cross. First of all, insufficient investment fundamentally restricted the development of rural community home-based care services system; secondly, the unclear responsibilities of the bodies which not only cause the government burden but also result in the the market main bodies participation insufficiency;thirdly, the operation mechanism is not sound which restricted the sustainable development of old-age service system in rural community. Therefore, this article is based on the depth analysis of the restrictive factors,and combined with the successful experiences of other countries,then put forward some suggestions as innovate in the form of fund-raising; multi participation, and explicit duty of the bodies; make full use of the function of the community; Improve the operational mechanism; Promote urban-rural equalization of public service configuration and so on.The conclusion part summarizes the main contents of this paper and the main point of view, analyzes the insufficiencies of this research, and puts forward to the next step in the direction of the research.This paper argues that, community plays an important role in the system of the pension service,not only is the combination of rural family and community,but also is an important carrier of social endowment insurance,give full play to the function of the integration of community resources,and useing community to provide support is an important means to make up for the weakening of family pension,which is the innovation of this thesis.
