A Research On The Model Of Pension Service In Rural Community

The construction of rural communities was written into the decision of the 16 thplenum of the Party. However, The aging trend in rural is rising with the economy and living standard at the same time. More than 26 policy that focus on pension service were proposed by departments of the State Council since the 12thFive-year plan, these enable old people in rural areas have access to attentive pension service.This research take Nanxian, one of the rural community construction pilot area of Hunan province, as example and take social interactive theory and the socialization of social welfare theory for support, take questionnaire survey method and qualitative analysis as method, and Epidata and SPSS for tool, we selected three communities of this area as example to take a deep insight into community pension service in rural areas.The service demand varies among old people, five factors including health status, income level, number of children and other two affect most. Survey shows that people are not satisfied with the current pension status, services they demand are more relied on families, happy home mode is most easily accepted as non-family support services for the elderly; three main factors including financial squeeze, technical lagging and perception obsolescence hindered the development of rural pension.service.Summing up experience of successful community pension service of three regions, we found the model of pension servicein rural community should be patterned to achieve, and a pattern of three standards of happy homes-building is refined, based on its construction idea, construction frameworks, technical support and financial support. This article converting the traditional view of government responsibility or family responsibility of rural pension, promoting the involvement and guidance of professional social workers, stressing the interactive process that could conduct technology and concept updates, service improvement and utilization of human resources within rural communities, making the source of services diversified and socialized.
