Research On The Rural Pension System In The Background Of New Rural Community Construction

With the further development of the aging of population increase and urbanization,the function of the rural family endowment is weakening,and the development of social endowment service is relatively lagging,which seriously makes the rural pension problems be more and more serious.And traditional rural community endowment service already can’t satisfy the old people’s material and spiritual needs.To alleviate the pressure of the rural aging,solve the rural elderly pension problem,establishing and perfecting the new rural community endowment service system is an important issue which has become the current of the construction of rural community endowment service.This paper mainly studies on our country rural community endowment service system.Firstly,the concepts and the theories of rural community endowment service system has been elaborated;Secondly,based on the status quo,regards “importance” and“satisfaction” two dimensions as the breakthrough point,to build its residents satisfaction evaluation index system of rural community endowment service,to determine the including “daily life care,health care services,spiritual comfort services,community entertainment facilities and community security management” and so on five aspects of the rural community endowment service residents satisfaction evaluation index system.Thirdly,doing residents satisfaction evaluation on the current rural community endowment service system by the questionnaire investigation and interview methods,and regarding the dimension of importance as the weight,building the residents’ satisfaction index model,estimating the rural community endowment service of Henan Xinxiang areas residents satisfaction index,and using SPSS and excel data entry to concluded its insufficient reasons;Finally,through the empirical research and related domestic and foreign community endowment experience,to put forward suggestions about the construction of rural community endowment service.The main conclusion of the paper is: First,analyzing the existing “five factors” and its problem of new rural community endowment service system by the contrast analysis;Second,designing the ideal structure of the new rural community endowment service system,and putting forward the policy suggestions based on insisting the premise to adapt to the economic development,the government leading,demand as the guidance,the principle of society participating,which provides reference function to the construction of rural old-age service system in our country.
