The Effect Evaluation And Influencing Factors Of Government-Led Safety Training

Safety production has been an issue of great importance during China’s economic development; especially in recent years, the frequent occurrence of serious and major accidents have brought about great shock to the various community, even affecting the stable development of economy and society. Therefore, it has already been a hot topic concerned by governments, enterprises and academia to enhance safety supervision, improve the level of safety production.Among China’s current system of safety production, safety training is a rather important part as well as the key way to enhance people’s awareness and abilities to keep safe. The training system is established in accordance with the principle of "To be led by governments, to be executed by enterprises and to be supported by society". Over the past years of practices, it played a vital role in efficiently improving the quality of safety production of civil servants, business managers, professionals of safety production and the general employees, making big contributions to the improvement of the level of national safety production. However, with the changes in the security environment of production, the original government-led security training system is questioned by the public whether it can achieve the desired results; above all, it needs to reevaluate the necessity and capacity of leading by governments while the market economy is undergoing rapid development.In southeast coastal areas of China, Wenzhou is one city with rather mature economic and social development, and the forefront of national private economy. But Wenzhou has been facing a so serious production situation that the safety level urges for improvement. Due to the large number of small and medium enterprises, and the features of "being low standard, small size and scattered distribution" of local industries, the traditional government-led security training is faced with many difficulties, and even hard to achieve the expected effect. Focused on the special economic structure and industrial layout of Wenzhou, to evaluate current safety training system, analyze its effects and disadvantages and find out the relevant factors, for many cities existing similar industrial problems, are also of certain referential value.Based on the industrial environment featured by low, small and scattered, this paper is to explore why it’s hard for the government-led safety training system to achieve the desired effect. Meanwhile, combined with factors for safety training effects, it will compare and analyze the actual situation and the expectations to sort out the unsuitability of current safety training system to Wenzhou. On this basis, targeted on how to optimize security training system, some suggestions and measures are put forward, in the hope of providing some help to increase the level of Wenzhou safe production.
