Civil servants as a national important functional group that in maintaining national social advancement and the government's work had played a crucial role.The job to run level of civil servants is directly related to the overall level of development and degree of social improve people's living standards,in order to ensure the whole social public servants team with good qualities and exert the function of the maximum utility,the most fundamental way is to be in-depth training and on this basis to strengthen the effectiveness of the training effectiveness assessment,so that to improve the overall level of work efficiency of civil servants and government administration.With the active development of,civil servant training the significance of training evaluation in the whole process is more and more obvious.How to apply the training assessment better to provide satisfactory service for the public,how to improve training effectiveness better for the government departments and civil servants to bring the enthusiasm of the work has become a top priority.For now,civil servant training evaluation in our country has been a period of time,we cannot deny it has played a positive roles in improving civil servant ability construction,but due to the time of the establishment of the civil service is too short and a lot of experience in theory and practice still cannot effectively combine together,so making the progress of the training evaluation work in a stagnant state.How to systemic,accurate,targeted to improve the effectiveness of training evaluation of civil servants,how to enhance the effect of the evaluation research has become a problem that the national and government departments at all levels should pay attention to.So this paper based on Kirkpatrick Model as a framework,it combined with the characteristics of talent capital and points out the reason why the training evaluation is received highly attention.And summary the problems of Chinese civil servant trainingeffectiveness evaluation and start with four levels of Kirkpatrick Model to deep conclude for the performance of the low effectiveness.Then to analysis from the four parts of object,method,operation and system to find out the specific reasons for the emergence of those problems,finally through the comprehensive analysis of the evaluation work to improve the effectiveness of the training evaluation are given with the Kirkpatrick Model.
