| Civil servants are responsible for providing public services to the public and are an important part of the administrative system.The ability,quality and level of civil servants are important factors that affect the quality of public services and even economic and social development.Civil servants in leadership positions are the leaders and helmsmen in the civil service,and they are the "key minority".The training of civil servants who are about to take up leadership positions is an important way to promote civil servants to improve their abilities and adapt to job positions.It is also an effective means to strengthen the construction of civil servants and improve the performance of government departments.Since the establishment of China’s civil service system in 1993,the training of civil servants has continued to develop and progress.At present,a relatively sound training system has been formed.Civil service induction training is a guided and targeted human resource development behavior,and its degree of achievement,that is,its effectiveness,naturally attracts much attention.Investigating and evaluating the effectiveness of civil servant training requires the use of scientific training evaluation models.The most widely used model in academia is the Kirkpatrick Evaluation Model proposed by Donald Kirkpatrick in 1959.The Kirkpatrick Evaluation Model combines the laws of training object’s knowledge acquisition and transformation to evaluate the training effect from four progressive levels: reaction,learning,behavior and result.Research on the effectiveness of civil service induction training by using the Kirkpatrick Evaluation Model can evaluate the quality and effectiveness of training,and at the same time provide a direction reference for further optimizing the training system and improving training effectiveness.Based on relevant laws and policy regulations such as the "Civil Service Law",F City has formed a relatively mature civil service training model after years of practical exploration.This article uses the data of civil service induction training in F city as a sample,and uses the Kirkpatrick Evaluation Model as a theoretical framework to conduct a research on the effectiveness of civil service induction training,analyze the reasons for the current lack of civil service induction training,and focus on the training before,training process,training evaluation Results In three stages,three suggestions were proposed to improve the effectiveness of civil service induction training: one is to improve the training needs analysis and training constraint system;the second is to optimize the training system from the aspects of training concept update,teacher team building,and enhancement of training content targeting.The third is to establish an evaluation system and a reward and punishment incentive system. |
