| Aging population pension problem is a global problem. Because of our long-term family planning policy, a rapidly aging population structure has occured in recent years. Meanwhile family pension has also been weakened, "Getting old before getting rich" is more prominent condition in the country that makes the pension problem. How to solve the pension problem effectively, is an important task of the current and the next longer period.Select the right pension service model to solve the elderly problem is significant. Currently, the pension model can be divided into three kind: home care, community care and institutional pension. On February 9, 2006, the State Council General Office of the National Committee on Aging, the National Development and Reform Commission, Ministry of Finance, Ministry of Civil Affairs, the State Administration of Taxation and other 10 ministries jointly developed "on accelerating the development of pension service industry" and proposed the goal to "gradually establish and complete with home care, based on community service-based, service organizations to supplement the pension system. " Since then, the home care service becomes a new form of pension which the current government advocates. So far, the basic framework for social care service system had been initially established based home care, community-based services, institutional care supplement. Home care model to achieve the organic combination of family pension and endowment, with local conditions, high flexibility, ease of coordination, prospects, etc., is more close to the lives of the elderly, and can effectively improve the living quality of older persons. This pattern is established since the beginning of this century, also the practice has achieved good results, and is to promote and continuous improvement. Practice has proved that the new pension model is increasingly sharp crack of the pension problem and a important way to protect dignity of the elderly.This paper is divided into four parts: The first part of the article is a former two chapters. This section introduces the research background and significance, then reviewed the relevant literature at home and abroad, and clarifies the ideas and methods of the article. The second chapter defines the relevant concepts, and then explain the development of home care services theory. These analyzes that can be drawn shows that the development of home care services in the country is necessary and feasible, after the article points out possible innovations and existing deficiencies.The second part is the third chapter of the article, this is one of the main part of this study. This chapter begins from the proportion of the elderly population structure, changes in the elderly population trends, the elderly and other aspects of the physical condition of the aging of the status quo Huantai were introduced, come to an aging population impact Huantai status quo, then come to the region pension grim conclusion.The third section includes the fourth and fifth chapters. This part carried out field research of the home care service in Huantai, researching local home care services through the concrete practice, comes to the local characteristics and we can figure out which problems exist in practice.The fourth part is Chapter VI. Mainly about the way to develop home care in Huantai : the strengthening of standardized and scientific assessments, corresponding to promote supply and demand; building services teamr; improve health care processes. |
