Research On The Execution Problem Of Community Correction In Huaining County Of Anhui Province

At present, China has been entering a critical period of reforming the judicial system and building a socialist country ruled by law. As a significant measure of China’s criminal law construction and judicial reformation, community correction is in line with the basic requirements of our country’s social economic development.And as a creative way of penalty execution, it reflects the basic trend of that China’s penalty is meeting the international standards. The community correction mode, with using of social resources, make the offenders which meeting the statutory conditions have the chance to serve their sentences and accept the transformation in the community. It not only can effectively avoid the cross infection among prisoners, but also good for their self-reformation, which can make it easier for them back to the society. Therefore, the study of community corrections in China not only has an important theoretical value of the innovation of community correction execution mode, but also has a strong practical significance on improving the grassroots community correction mechanism and easing the contradiction within the community.This paper take the Community Correction pilot of Huaining County as the research object, refine its successful experiences, analyze its problems and make suggestions. By strengthening the community corrections staff team, they improved the social identity of Community Corrections. Through the establishment of a system of community corrections, community corrections formed a four layer leadership model, which is the leading group of Community Corrections, the Bureau of Justice (Community Corrections Center), the Office of Justice and the village (community). And formed an inmates management mode of "educating once a month, laboring once a month, visiting once a month". The community corrections has been achieved practical results, but there are also some problems, such as the implementation of community correction mechanism is imperfect, the psychological counseling is inadequate, the risk assessment is lacking, the executive management is inefficient, and the resource of records management is redundancy. Therefore, in order to ensure the implementation of community corrections work smoothly, we need to improve the enforcement mechanism of County Community Corrections, strengthen the supervision and management of community inmates, optimize the allocation of community correction resources, improve the construction of community correction staff team, in order to maintain the local public security and stability.
