Studies On Enterprises’ Participation In Poverty Alleviation

In 2014, the State Council issued a statement, calling on the whole society to participate in poverty alleviation. A large amount of enterprises responded actively, and some of them even go deep into poor areas of Guizhou to carry out poverty alleviation. The enterprises’ participation in poverty alleviation has raised new requirements to the government on the overall planning of poverty alleviation, supervision and examination of enterprises’ performance in poverty alleviation.This essay takes enterprises’ poverty alleviation of Pan County, Guizhou as the background and explores in what ways should enterprises make clear their responsibilities and obligations in their participation in poverty alleviation.By explaining domestic and foreign laws and regulations, this essay seeks the theoretical foundation of government purchases of social services in poverty alleviation. And this essay puts forward the ways to purchase social services and the establishment of contractual relationship between the government and enterprises. It makes clear enterprises’ responsibilities and obligations in their participation in poverty alleviation and give governments the functions to supervise the process of enterprises’ poverty alleviation and carry out quantitatively examine the results, making sure that the poverty alleviation is effective. On one hand, this essay points out the three major advantages of government purchases of social services in poverty alleviation. One, private capital can be effectively utilized to cover the shortage of public financial investment; Two, a great amount of talents as well as advanced project management ideas can be sent to poor areas; Three, industrialized poverty alleviation can be promoted. On the other hand, this essay need to establish a platform of public service transactions and purchase social services on that platform to alleviate poverty in a way open to public, avoiding corruptions. Meanwhile, the government should vigorously advertising the idea of purchasing public services to alleviate poverty, leading social forces to take part in poverty alleviation through platforms of public service transactions, promoting the comprehensive implementation of socialized poverty alleviation.In its last part, this essay points out that enterprises’ poverty alleviation gives a challenge to the management ability of governments. To cope with the current changes, governments should enhance top-level design to arouse enterprises’ vigor in taking part in poverty alleviation, improve governments guarantee capability, enhance the awareness of saving resources and intensive usage in the whole society and walk along the road of ecological poverty alleviation and sustainable growth.
