Research On Rural E-Commerce Poverty Alleviation Led By Government With Social Collaborative Participation In Ebian County,Sichuan Province

This thesis adopts an analytical method by combining theoretical analysis and field investigation,which deeply analyzes the typical situation,problems and root of rural e-commerce poverty alleviation in Ebian County of Leshan,Sichuan Province.According to the actual situation of local development,the thesis proposes the policy suggestions of improving rural e-commerce poverty alleviation.Firstly,the thesis studies on Ebian County of Leshan and analyzes its situation and operation mechanism,in order to lie the foundation for further analyzing the problem and improvement method of rural e-commerce poverty alleviation.In general,since2017,base on the actual situation,Ebian County of Leshan Solidly promotes the construction of the rural e-commerce public service system,takes the leading role of the government to promote the improvement of the institutional system,introduces social capital to participate in the e-commerce poverty alleviation demonstration project,and forms a public service center with local characteristics + rural e-commerce service sites and other poverty alleviation mechanisms.Rural e-commerce service capabilities have been greatly improved,poor households have a stronger sense of gain and the endogenous motivation of poor households to get rid of poverty and become rich is stronger,which are remarkable achievements.Secondly,the thesis analyzes the problems that exist in the development of rural e-commerce from the three perspectives of the government,social forces and local residents,and analyzes the reasons of these problems by category.Specifically,from the aspect of government,there are still problems such as the concept of rural e-commerce poverty alleviation needs to be improved,the government’s coordinated poverty alleviation mechanism needs to be further improved,and the strength of the construction of the rural e-commerce poverty alleviation information system needs to be further improved;from the aspect of social forces participation,there are problems such as operation and management of the rural e-commerce market needs to be further improved,and the investment in rural e-commerce poverty alleviation needs to be further strengthened;from the aspect of local,the scale effect of mass participation has not been fully released,the ability to manage e-commerce is lacking,the brand management needs to be enhanced and other issues.The main reason is the late start of rural e-commerce development and imperfect incentive and restraint mechanisms.Thirdly,based on the actual situation,the thesis analyzes the causes of these problems and proposes the recommendations for consolidating the results of rural e-commerce poverty alleviation in Ebian County of Leshan and effectively connecting the rural revitalization.Policy recommendations are divided into promoting the large-scale and industrialized development of rural e-commerce,further realizing the government’s leadership in the development of rural e-commerce poverty alleviation,further attracting social forces to participate in the development of rural e-commerce poverty alleviation,and further improving the training of rural e-commerce poverty alleviation.
