Research On Evaluation Index System To Measure The Development Of Community Elder Care Services

Since 1999, when China entered into the aging society, the elderly population in the total population and the proportion of the elderly population dependency ratio has been rising. To address the growing demand for social pension services, our country began to actively explore this new model of community-based aging. The development and operation of the new model is inseparable from the monitoring and evaluation of the relevant departments, but China does not have an universally accepted evaluation system for community care service development. Therefore, this paper summarizes the research results at home and abroad, combining with the actual situation in the major cities, and tries to build a community care service evaluation system suitable for the development of our city.In the content arrangement, this paper firstly summarizes the results of domestic and overseas researches related to the evaluation index system of community service for the aged. Then, considering the community endowment service theory and comprehensive evaluation theory, and taking Shanghai City home care evaluation index system as the main reference, this paper preliminarily establishes three levels and seven major items of community endowment service evaluation index system.Secondly,according to the designed evaluation index system, this paper constructs the corresponding development index, and uses index efficacy improved model to get the efficacy function scores of three level index. Then,the paper synthesizes the weight given by experts and adopts the aggregative model of the weighted arithmetic average to synthesize the efficacy function scores,which is to get each item index and the total index of community endowment service.Finally, taking Tianjin city as an example,and taking the conditions of Beijing and Shanghai as reference, the author estimates the reference value of index efficacy improved model parameter of the development evaluation of Tianjin city’s community endowment service and analyzes and concludes the present development of Tianjin city’s community endowment service.At present, the evaluation for the development of community service is still in the stage of exploration, the introduction of development index is also the first time. In this paper, the author summarized some problems which should be paied more attention to when using the evaluation index system, and puts forward the corresponding improvement suggestions in terms of the constructed evaluation index system of community endowment service.However,the further demonstraion test should be taken on whether the constructed evalution index sysem is reasonable.
