Issues Research On The Governance Of Residential Environment In Wanliushu Village, Xixian County

Facing the pressure of world decreasing economy in recent years, China’s economy continues developing at fast speed, urbanization promotes at increasing pace and new rural construction is also changing. Therefore, the life quality of urban residents has been improving, especially the living standards of peasants have improved significantly. With the various limitations of social development, the ecological environment is deteriorating in some rural places with frequent phenomena of water interception, soil desertification, air deterioration, endangered species, garbage siege and so on. In 2014, the average number of haze days in China is up to 29.9, the highest record of past 52 years, and even more cities created their own historical records. This phenomenon seems to be common, so do these topics. However, the deterioration of living condition has forced people begin to pay more attention to living environment and ecological protection. Based on the study of a typical rural village in central China, this paper analyzes the measurement of local government taken on improving living environment, and put forward countermeasures on the problems of governance, which could have the positive influence on ecological improvement of most rural areas in China.In order to do a good job of governing the rural residential environment, this paper will take Wanliushu village as an example to find out the existing problems among the villagers, such as dissatisfaction of residential environment, ignorance of perniciousness of environmental pollution, low investment of residential environmental work, lack of responsibility, unconsciousness of mass duty, indifference of moral lectures within the village, poor implementation of the village regulations and so on, by using both the qualitative and quantitative methods based on field survey and questionnaire. Accordance with reasons caused by those questions, this paper will put forward countermeasures from five perspectives of strengthening villagers’ public consciousness, standardizing villagers’ behaviors, arousing villagers’ participation, enhancing the execution of village regulations and improving the income of villagers, with theoretical tools of governance, rural governance theory, and good governance. Based on the study of the problems of residential environment in a ordinary rural village of central China, this paper might have the positive influence on the issues of residential environment in most Chinese rural areas.
