Exploration Of Multiple Co Governance In Rural Residential Environment Governance

The state attaches great importance to improving the living environment in rural areas.Since 2018,the first document of the Central Committee for five consecutive years has explicitly called for the improvement of the living environment in rural areas and the construction of beautiful and livable villages.The 19 th party congress put forward the strategy of rural revitalization,one of its key tasks is to carry out habitat environment renovation.To strengthen the governance of the rural human settlements environment and improve the rural human settlements environment,it is necessary to strengthen the overall planning and coordination,integrate the resources and promote the pluralistic co-governance so that the masses are not only the beneficiaries but also the participants,let the rural masses have more tangible sense of gain and happiness.To improve rural human settlements environment,we should strengthen the construction and implementation of long-term mechanism,rural toilet revolution should focus on“Rectification and improvement,steady progress and quality improvement ”;Rural domestic sewage should be focused on“Coordinated treatment and classified promotion”,rural domestic waste should be focused on“Reinforcing the weak points and improving the level”,and the improvement of village appearance should be focused on “ Highlighting the key points and promoting comprehensively ”,we will strengthen the implementation of the long-term clean-up mechanism,enhance quality and efficiency,and continue to carry out village cleaning,greening,beautifying and brightening actions.With the development of national economy and the progress of social civilization,the governance of rural human settlements environment in our country is undergoing the transformation from administrative order to multi-governance mode,changing the single-leading mode of government,to build a multi-governance system,we need to deeply analyze the characteristics and shortcomings of the main governance.In this paper,according to the rural revitalization strategy of the work requirements of improving the human settlements environment,from the perspective of multi-governance,this paper analyzes the present situation of multi-element co-governance of human settlement environment in Weizhuang Town,the problems existing in multi-elements participating in the governance of human settlement environment,and the relationship between the promotion and restriction of each subject,by improving the efficiency of government governance and building a mechanism to promote the participation of the whole people as the main measures,promoting the leading role of the government,strengthening the guiding function of the village committee,improving the enthusiasm of the masses to participate in the governance,etc.,to form a mechanism for multi-subjects to participate in the governance of human settlements environment,so that the governance subjects can clearly and effectively cooperate with each other,and achieve a significant improvement in the effectiveness of multi-subjects co-governance of human settlements environment.This article aims to optimize the governance model of rural living environment and provide reference and reference for finding diversified and co governance methods for living environment governance.
