| With the proposal of the rural revitalization strategy in the report of the 19 th National Congress of the Communist Party of China,"ecological and livable" has become an important part of the overall requirements of the rural revitalization strategy.Optimizing and improving the rural living environment and helping to promote the improvement of the quality of life of villagers have also become an important connotation of the rural revitalization strategy.In recent years,local governments at all levels in China have vigorously carried out the governance of rural human settlements through the promulgation of various policies and regulations.Led by the Tibet Autonomous Region and Linzhi City,Motuo County has also actively carried out rural human settlements improvement work,and achieved good results.The quality of the human settlements has significantly improved,and the villagers’ happiness index has continuously improved.However,there are still certain problems in the process of rural human settlements governance.This article takes the villages of seven townships and one town in Motuo County as the research object.Firstly,through literature review,field research,key interviews,and other methods,combined with human settlements theory,sustainable development theory,and multiple governance theory,it introduces the basic situation of Motuo County and the achievements of human settlements governance work.After designing a questionnaire and conducting research,396 valid questionnaires were obtained to explain the basic situation of the questionnaire.Secondly,by constructing a performance evaluation system for rural human settlements governance in Motuo County,exploratory factor analysis is used to evaluate the performance of rural human settlements governance in Motuo County.The evaluation result is: The average F score of rural human settlements governance performance in Motuo County is-0.010,with a score interval of(-2,2).The proportion of sample data with a score above 0 is 42.9%.In the performance of each score,the "toilet revolution" has a significant effect,with a high prevalence rate.The proportion of sample data with a score greater than 0 is 87.6%;Village appearance and garbage disposal still need to be further promoted;The sewage treatment performance score of Motuo County is relatively low,with a score range of mainly(-1,0).The improvement level needs to be further improved.The average score of governance performance of seven townships and one town in Motuo County,from high to low,is as follows: Dexing Township>Beipeng Township>Motuo Township>Damu Township>Bangxi n Township>Gedang Township>Rehesa Township>Gandeng Township,with the maximum difference of 0.552,indicating that the progress of rural human settlements improvement among various townships is different,and further cooperation and coordination need to be strengthened.At the same time,based on the governance work and current situation in Motuo County,adhere to the problem orientation,conduct in-depth analysis and research,discuss the reasons for the existing problems,mainly including four aspects: inadequate awareness of human settlements environmental governance,insufficient governance funds,lack of governance professionals,and imperfect supervision mechanisms,and propose four targeted countermeasures and suggestions:first,deepen the villagers’ awareness of environmental governance,and second,establish a sound long-term governance mechanism,The third is to raise governance funds through multiple channels,and the fourth is to cultivate and introduce environmental governance professionals.It is hoped that the above measures can provide assistance to solve the existing problems of the human settlements in Motuo County,continuously improve the level of human settlements governance,and extract new achievements in human settlements governance. |
